JOB
This position has responsibility for supporting emergency management in the City. Under the direction of the Emergency Manager, this position is responsible for duties in planning, coordination of volunteer programs, development and promotion of emergency preparedness, response, recovery and mitigation, and City operational readiness.

EXAMPLE OF DUTIES
Supports development of emergency plans for the City; provides coordination for emergency management volunteer programs, performs outreach to businesses and the public; and contributes to the overall success of the City's emergency management program. Works with partner agencies for coordination, support, and response to disasters and facilitation of local and regional emergency management training and exercise efforts. Maintains the emergency management internal and external web pages and SharePoint. Leads program management and training delivery for the City's Community Emergency Response Team (CERT) program.Prepares and delivers preparedness presentations for internal and external audiences. Staffs various positions in the Emergency Operations Center (EOC) and maintains situational awareness, including facilitating notifications, when the Emergency Manager is on leave.

MINIMUM QUALIFICATIONS
Minimum Qualifications Bachelor's or Associate's degree in a related field and two years of experience in the administration, supervision, participation and/or teaching of emergency preparedness/management; or equivalent combination of education and experience which provides the applicant with the desired skills, knowledge, and ability to perform the job.Documented experience working in an Incident Command Post, EOC/ECC, or other ICS organization during an incident; Completion of the FEMA EM Professional Development Series. Completion of FEMA or equivalent ICS 100, 200, 700, and 800 courses. Must possess, or be able to obtain, a valid Washington State driver's license.Preferred Qualifications CERT trainer credentials, FEMA or equivalent ICS 300 and 400, and experience with public speaking.

SUPPLEMENTAL INFORMATION
Hours of WorkHours are generally 8 am to 5pm, with a flex schedule available to adjust for weeknight and weekend volunteer and community activities. This position is expected to carry and monitor a city issued cell phone and be available to respond to City emergencies and/or EOC activations outside of normal business hours.Working Conditions & Physical ActivitiesWork is generally performed in an office environment, although exposure to physical hazard may occur during disaster situations. Work with computer, printer, photocopier, and cellular phone.Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.Union AffiliationAs a condition of employment, must become a member of the American Federation of State, County, and Municipal Employees Union (AFSCME) within 30 days of employment or meet alternate regulations as set forth in the Agreement between the Union and the City.Selection ProcessSpecial Note: First Review Date - 1/7/2021.
