Job Description:
PRIMARY FUNCTION:Oversee the staff and services of adult
Behavioral Health Agency providing Outpatient Substance Use and
Mental Health certified behavioral health program, assuring
compliance with agency policy and governing state laws and
regulations.CLASSIFICATION:Exempt, salaried position that at times
requires more than 40 hours per week, some evening and weekend
activity.PRIMARY RESPONSIBILITIES:Manage and monitor staff and
program of a branch outpatient Substance Use Disorder or Integrated
Substance Use and Mental Health Disorders program for adherence to
WAC, contracts, funding eligibility compliance, budget and contract
compliance, and CARF clinical accreditation requirements.Personnel
Supervision:Oversee recruiting, interviewing, hiring, orienting,
supervising, and disciplining outpatient staff, in coordination
with the human resources staff and/or supervisor.Responsible for
monitoring the continued competency of each SUDP with regard to
skills in assessment, treatment, continuing care, transfer and
discharge.Develop and enforce staffing schedules to assure coverage
for hours of service required by contracts, work plans, or agency
directive.Annually complete staff performance evaluation and review
of job descriptions, in accordance with agency procedures.Staff
supervision may be extended by supervisor to provide supervision of
SUDPs and SUDPTs working in other programs in Evergreen Recovery
Centers.Clinical Oversight:Assure office maintains accurate and
timely completion of all required patient records, progress
reports, incident reports, management reports and documents
required by agency policy, regulation, or contract.Prepare or
supervise preparation of client records and implement ongoing
client record review, in accordance with agency and licensing
standards.Oversee quality assurance, including personally reviewing
file content, to ensure program is compliant with clinical
eligibility and record-keeping requirements.Revise and develop
treatment curricula, applying best practices as appropriate and
efficient.Train and monitor staff in compliance with
confidentiality (CFR 42) and HIPAA laws.Fill in for absent
counselors, providing assessment, individual and group counseling,
as needed.Financial and Administrative:Monitor and analyze unit
productivity, counselor caseloads, critical incidents, clinical and
contract problems and prepare corrective action plans as
appropriateMonitor outpatient revenues and expenditures to meet
organizational fiscal goals and make programmatic changes as
necessary to meet goals.Prepare or supervise preparation of client
records and implement ongoing client record review, in accordance
with agency and licensing standards.Coordinate and oversee
insurance authorizations and public financial eligibility
procedures in coordination with financial office.Keep supervisor
and other management staff informed as appropriate.Oversee office
quality assurance activities and prepare written reports and data
tables on office activities.Attend and participate in internal and
external meetings as assigned.Develop and maintain positive working
relationships with contractors, external organizations and
referents as well as handle patient complaints respectfully and
reflecting strong customer service.Perform other duties as
assigned.ESSENTIAL SKILLS AND FUNCTIONS:Knowledgeable about public
funding streams, eligibility, and public system expectations
compliance and able to oversee a publicly funded treatment service
and the clientele involved.Demonstrated knowledge in treating
chemically dependent persons and their families and maintenance of
comprehensive client records, including ASAM and DSM.Meets
qualifications of DOH WAC 246-811-030 and DBHR WAC 388-877-0410 and
others with regard to clinical supervision of SUD professional
interns and counselors.Demonstrated ability to meet deadlines and
carry out responsibilities with minimal direction while
appropriately recognizing when to inform and consult upper
management.Analyzes outputs and outcomes and projects impacts of
proposed changes.Able to train, coach and discipline staff, as
appropriate.Ability to communicate effectively orally and in
writing and strong attention to detail.Reliable work attendance
record and prepared to work more than 40 hours a week, work
evenings and fill in for absent counselors, as needed.Effective
verbal and writing skills.Familiarity with computers, email, and
electronic patient software, including Word and Excel document
preparation.Able to carry out supervisory responsibilities,
including discretion with regard to personnel and management
matters.Work cooperatively with other managers and staff and
project professionalism to community and state agency
representatives.MINIMUM QUALIFICATIONS:Bachelors degree in SUD
studies or related human service (masters degree preferred) and at
least 3 years post-certification experience as a SUD counselor in a
SUD treatment program OR an AA degree and at least 6 years
experience in a public treatment program, and 2+ years clinical
supervisory experience.Meet Department of Health requirements for
SUDPT supervisor under DOH SUD Professional WAC and as a Clinical
Supervisor under DBHR WACs, to include:Possess and maintain
unrestricted Washington certification as an SUD Professional.Has
documented competency in clinical supervision (completion of NWATTC
training preferred)Has not committed, permitted, aided or abetted
the commission of an illegal act or unprofessional conduct as
defined under RCW 18.130.180.Maintain a valid Washington State
Drivers license.Agree to for-cause drug testing in accordance with
company drug-free workplace policies.Any offer of employment is
conditional upon review of current criminal background check and
